The East Lansing City Council is again discussing potential budget issues that could cut police and fire services, which might hurt the departments’ ability to deal with large events, such as future March Madness celebrations. A new smartphone application named Capsule is getting some attention among young adults because of its innovative way of party planning and sharing. The app launched Jan. 19 and provides users with a way to invite specific friends to an event without having it publicly displayed on Facebook or other social media sites. A specific phone number and email address is selected for the Capsule group so personal information can be anonymous.
