Council to discuss land-share proposal

The East Lansing City Council will hold a meeting at 7:30 p.m. today in East Lansing’s 54-B District Court, 101 Linden Street, to discuss a possible land-share agreement with Bath Township.

Known as a 425 agreement, residents are encouraged to attend. Mayor Mark Meadows said the council will probably approve it.

An agreement was presented to end arguments between the two communities.

“There has been a fair amount of negotiations. It’s sort of in the township’s lap,” said Jim van Ravensway, director of East Lansing planning and community development.

MSU students Lynsey Little and Jonathan Rosenthal filed for the annexation May 2 .

The newest agreement will bring in $100,000 per year to the city, based on the land’s current development status, and nearly $70,000 to the township. If annexed, the city would have received $190,000.

Residents in the annexed area would pay taxes at the township level after community officials agreed the township tax will be in effect for 20 years, and then the city tax will go into effect. All current property owners will pay township taxes and only new developers, new property owners and changes in property owners will be subject to the city tax.

An agreement must be made by July 5, or it will go back to an annexation item on the Aug. 6 ballot. Once filed, residents who disapprove of the agreement have 30 days to file a referendum. “I think it’s a pretty fair agreement,” Meadows said. “I’m excited we can reach an agreement.”

Bath Township Superintendent Scott Adkins could not be reached for comment.

Township officials accused Little, an interdisciplinary studies and social science junior, and Rosenthal, a business administration and pre-law senior, of receiving funding and support from the city. City Manager Ted Staton said the accusation is not true.

“I think we agreed to almost all their changes,” Meadows said. “They’ll be all right with it.”
