The Associated Students of Michigan State University, or ASMSU, passed a bill that will amend the ASMSU manual to clarify what constitutes as inappropriate acts in the General Assembly, or GA, Code of Operations.

The bill, that passed with a vote of 33-2-1 in Thursday's General Assembly meeting, clarifies the term "inappropriate acts” as “physical violence, personal attacks of a severe and/or pervasive nature, harassment and discrimination, or the misrepresentation of a constituency,” as written in the bill.

The bill was first introduced to ASMSU's policy committee on Feb. 21, however Vice President for Internal Relations Mario Kakos, who introduced the bill, explained that the bill was tabled so that it could be made “more specific and to align more with the general student regulations university policy.”

“We just want to future proof the manual as much as possible so if something like this were to arise, we would have something to address it,” Kakos said in reference to the “physical violence” addition to the code.

College of Music representative Isaiah Hawkins, who seconded the bill, explained that the bill also highlights that if a member of the General Assembly were to commit an inappropriate act, they would have their voting rights suspended for a time period decided by a ⅔ vote of the General Assembly.

Hawkins referred to a ⅔ vote as the “strongest decision making process ASMSU has.”

College of Engineering representative Ryan Aridi opposed this disciplinary outline, drawing attention to a discussion the General Assembly had in February regarding the proposed removal of College of Agriculture and Natural Resources representative Sergei Kelley due to allegations of inappropriate acts.

“I am against having the general assembly decide if one of its members should vote or not for the reasons I stated in the last discussion when we were deciding whether or not to remove representative Kelley,” Aridi said. “I think this should be left up to the students' vote, and if the students vote something into the constitution that allows us to silence the voting of a member, in that case, I think we should then be allowed to.”

Lyman Briggs representative Ben Horne voiced support for the bill pointing out that this bill would be laying the groundwork for an accountability measure” that the organization does not currently have.

Despite rebuttals, Aridi voted no on the bill. However, it still passed and the ASMSU General Assembly Code of Operations will be amended according to this bill.
