City Council holds multiple public hearings discussing Jackson National, Park District, others

East Lansing City Council held six public hearings regarding Jackson National Life Insurance Company, the Park District project, the rezoning of a multiple family residential property, litter citations, streets and sidewalks and fireworks in a packed courtroom tuesday night. Residents of various ages and backgrounds flocked to the pulpit of the city council chambers.

Ordinance No. 1299 was the most popular of the public hearings at the meeting. The move would rezone the property at 724 and 726 Albert Ave. from a medium density single-family residential property to a City Center multiple-family residential property, according to East Lansing Planning and Zoning Administrator Darcy Schmitt.

Schmitt said the property is approximately 0.09 acres.

East Lansing resident and MSU music professor Joanna Bosse spoke in full support of the ordinance.

“I have seen the costs and benefits of landowners who invest in their rental properties, continue to maintain them, and consider them to be a vital part of a larger neighborhood community,” Bosse said.

Bosse, who said she lives close to the area, said landlords should invest into properties because it will attract tenants who value property and community.

East Lansing resident Susan Woods supported Bosse’s claims, stating the space is “beachfront property” in regards to its residential significance.

“I strongly believe that this is just a one-time zoning; it’s not setting a precedent,” Woods said. “We should be able to improve the area and allow students to have a good rental.”

Although the Park District project has been a hot button topic this summer, the pulpit was silent for the public hearing.

The hearing was the second of a four-part sumer selection schedule for the East Lansing City Council, after interviewing the two developers at a special work session on June 25.

At a work session on July 23, the council will hold further discussion about a recommendation as well as drafting a development agreement.

Everything is set to conclude on Aug. 6, at a regular city council meeting, where action will be requested on selection of a development partner.
