E.L. City Council to discuss summer construction, pumphouse at meeting

East Lansing City Council is scheduled to discuss the details of summer road and sidewalk construction in its meeting at 7:30 p.m. meeting tonight.

The meeting will be held at City Hall, 410 Abbot Road.

The session is scheduled to authorize City Manager Ted Staton to sign a contract with Cadwell Brothers Construction Company for $567,343.36 for the 2011 Local Street Project.

Todd Sneathen, East Lansing’s director of public works, said Harvard Road, Cowley Avenue, Bainbridge Drive, Rosewood Avenue, Foxcroft Road, Cambria Drive and Smithfield Avenue are scheduled for repavement starting at the end of June.

Sneathen said the meeting is the first step in the process of getting the contract authorized and getting the dates set for when construction will start.

“It’s our local street project we typically do,” Sneathen said. “We do a pavement assessment that we’ve been doing for 10 years and based on that, those are the (roads) we chose.”

Council also is slated to schedule a public hearing on June 7 to hear from property owners to determine the necessity for construction or reconstruction of sidewalks.

Sneathen said the sidewalk construction, in conjunction with the 2011 Local Street Project, is in its early stages of planning and the cost has yet to be determined.

“There (are) hazardous sidewalks we need to fix on those streets,” Sneathen said. “There’s a lengthy notification process for the people so they understand the costs associated with it.”

One topic up for discussion is the Orchard Street Pumphouse, 368 Orchard St. The pumphouse provides water services to East Lansing. Marie McKenna, East Lansing’s assistant city manager, said the city has some concerns about the building in terms of liability.

McKenna said the discussion will help put the building to its best use in the future while protecting the city’s interests.

“(The pumphouse) is truly an important part of the fabric the neighborhood,” McKenna said. “They want to make sure they have those uses and have that access. On our (end), we have to not expose ourselves to liability should there be an injury or if something happens to the building.”

Tim McCaffrey, the director of the East Lansing Department of Parks, Recreation and Arts, is scheduled to present the department’s budget request for the 2012 fiscal year.

McCaffrey said topics in the presentation include the staffing levels, revenue and projections of the Department of Parks, Recreation and Arts for 2012.

“As compared to fiscal year 2011, due to a retirement, we’re down a full-time position and our part-time positions are flat as far as what we’re asking,” McCaffrey said.

“(It’s) a pretty modest request and we’re hoping we can hold the line in 2012.”
