Chapter four of the Code of City Ordinances for East Lansing lists the following regulations for the keeping and treatment of animals:
Section 4-1: Forbids any cruel treatment of animals or birds.
Section 4-2: Poisonous substances may not be disposed of in private or public areas where animals or birds may be exposed.
Section 4-3: No person may tamper with or kill a wild bird, its nest or eggs, unless they are a police officer acting within their legal rights.
Section 4-4: Only dogs, cats, canaries and other common house pets may be retained in private residences. A person or persons may only keep four dogs or cats, or a combination of the two in the home. Dogs may not be housed or restrained in the front yard of a single or two-family home without a person present. Horses may only be kept in designated agricultural areas.
Section 4-5: Dog droppings are not allowed to accumulate on public or private property and must be removed by the owner or guardian of the dog immediately.
