Council rezones city golf course

April 17, 2002

City council voted to rezone a recently annexed golf course Tuesday night, in a move that will allow more development.

Councilmember Bill Sharp was the only “no” vote on the proposal, which filled council chambers with many residents concerned about future plans for Four Winds Gold Course, 5800 Park Lake Road.

The zoning gives the property owner the ability to develop the golf course for single-family homes, apartments or business.

Some area residents have expressed concern that the zoning could add 1,000 apartment units to the area, which was once part of Meridian Township.

“East Lansing doesn’t care,” Meridian Township resident Kevin Schumacher said. “The property is surrounded by three sides of neighborhoods.”

City council will have final say in what is developed on the property, but Sharp said he is concerned that future councils may not watch the development closely enough.

“I don’t know if this council that is sitting here tonight will be the council that reviews the site plan,” Sharp said.

Other city officials have said they are comfortable with the zoning and that they place their confidence in the Planning Commission to oversee the development.

“Our concern is the density issue with the apartment buildings,” Councilmember Beverly Baten said Monday. “I really don’t foresee any problems. I have confidence in our planning department, they will do the right thing.”

Golf course owner Gerry Mannausa plans to build condominiums, something city officials have told him they want to see as housing options for empty nesters.

In other business at the meeting, city council discussed a potential increase for sewage and water rates. Sewage rates may rise by more than 4 percent under next year’s budget, while water rates would increase to 9.3 percent. Residents would pay $.20 more per 1,000 gallons.

City officials say the increase will pay for the improved conditions of the Red Cedar River and sewage overflow problems.
