City council grants Woody's Oasis special permit for liquor license

East Lansing City Council voted unanimously Tuesday night to approve a special use permit for Woody’s Oasis, 1050 Trowbridge Road, which would allow for the restaurant to obtain a Class C liquor license.

Woody’s Oasis has been in operation since 1985, something councilmember Kevin Beard noted when he voted to approve the request.

“These operators, this business is now considered an institution in the city of East Lansing,” he said. “They’re widely respected, and I’m very comfortable approving this (special use permit) given their track record and involvement within the community.”

The approval means Woody’s Oasis may seek a permit for the sale of alcohol from the liquor control commission, as there currently is not an available license in East Lansing.

Also on the agenda was a request for discussion concerning the St. Anne Luxury Lofts project. The lofts were approved to be four stories, but construction has begun on a fifth, unauthorized floor. Since then, the developer has submitted a request for approval on the fifth floor, but councilmember Vic Loomis voiced concern about the process.

“I am absolutely mystified by how there can be such a material deviation from what council approved and what is currently being constructed,” he said. “I just think there’s some ramifications here, and I would like a thorough discussion on this.”

Councilmember Don Power also took time to discuss some of his concerns with the developments surrounding the City Center II project.

Previously the council had entered into a pre-development agreement with Strathmore Development Co. President Scott Chappelle. The agreement allowed Chappelle to begin demolition of the building currently located across from Rick’s American Café, 224 Abbot Road while he completed a due diligence report by June 26.

Power is concerned that there has been no visible progress made at the site, and asked what would happen if the building has not been demolished by the due diligence deadline.

“If we reach the period of discussion and we reach a decision and the building is still not torn down, what is the obligation of Scott Chappelle to finish that job?” he said after the meeting.

A written explanation from City Attorney Tom Yeadon on the matter will be provided at council’s next meeting, he added.
