Development projects reshape E.L.

Although City Center II has been the project at the front of many East Lansing residents’ minds, there are many other redevelopment projects occurring throughout the city. The East Lansing City Council recently approved the site and zoning plans for the $116.4 million project, and discussions will soon move to the other redevelopment projects.

Development: East Village

Description: East Village is a $750 million project to replace the housing in the area between Grand River Avenue, Bogue Street, Hagadorn Road and the Red Cedar River. This includes Cedar Village apartments.

Status: The project is being developed by The Pierce Company Inc., and is in its second phase, which includes making more detailed designs, negotiating the development agreement and property assemblage, said Theresa Nakata, The Pierce Company’s vice president for marketing and communications. The design concept was approved by city council on March 4. The developer is focusing on identifying tax credit and grant opportunities to help finance the project, she said.

Future plans: “We have commissioned some character renderings that will provide more detail which will probably be available next month,” Nakata said.

Development: West Village

Description: West Village is a redevelopment project along Grand River and Hillcrest avenues, bordering Valley Court Park. Construction on the condominiums and townhouses began in January 2007. About half of the 46 units have sold.
Status: The developers are asking to rezone 0.55 acres of vacant land on the corner of Grand River Avenue and Delta Street to allow the construction of an 88-room Residence Inn hotel. The developers looked at adding more condos, but parking issues made it difficult, said Jamerson Ries, of Abood Properties Inc., at a city council meeting.

Future Plans: City council is scheduled to vote on the rezoning at its July 15 meeting.

Development: Albert Place Condominiums

Description: Albert Place Condominiums are 36 condominiums that are being constructed on the corner of Albert Avenue and Bailey Street.

Status: Ron Springer, a community development analyst for East Lansing, said the developer is finishing units for an August completion date. The final level of the ramp is being poured this week and next week, he said.

Future Plans: After the ramp is completed, focus will be on cleaning up the alley and the road, Springer said.

Development: Virginia Avenue

Description: The Virginia Avenue project, with a budget of $5.2 million, is the construction of 16 single-family homes and 14 townhouses along Virginia Avenue in place of rental housing.

Status: The developers put the first model in the Parade of Homes in the Lansing area, and broke ground on the first unit about two weeks ago, said Stephanie Gingerich, a community development analyst for East Lansing. Two units have been sold, and two are close to having the contract signed, she said.

Future Plans: “The main activity (now) is sale of the units so we can move into phase two,” she said. “(In phase two), there would be lots available on the east side of the streets in addition to what is being currently built.”
