Student charged with sex crimes

Man could face 15 years for acts with 15-year-old girl

An MSU international graduate student was arrested by Michigan State Police on charges relating to third degree criminal sexual conduct on Wednesday.

Luabeya Kapiamba, a 37-year-old male agricultural economics graduate student, was charged with having multiple sexual encounters with a 15-year-old Washtenaw County female, police said.

The Congo, Africa, native was arraigned in a Washtenaw County district court on three counts of criminal sexual conduct on Thursday, police said.

Kapiamba is being held in the Washtenaw County Jail until his June 30 preliminary examination. His bond is set at $25,000.

An attorney could be appointed to Kapiamba sometime next week, district court officials said.

According to a statement from the state police post in Ypsilanti, Kapiamba and the girl met in a chat room on www.yahoo.com.

After their initial online contact, the two met at various locations in the Ann Arbor area, including the girl's school, a mall and a hotel. There they would engage in sexual acts, police said.

The legal age for sexual consent in Michigan is 16.

Additional counts of criminal sexual conduct are being sought as the investigation continues, police said.

Police said they were able to gather evidence from Kapiamba's Cherry Lane Apartment. His family could not be reached for comment Friday.

Several agencies, including the MSU police, Lansing state police post and state police surveillance team contributed to the arrest.

If convicted, Kapiamba faces up to 15 years in prison, Washtenaw County Prosecutor Brian Mackie said.
