East Lansing embezzlement case referred to county prosecutors

The East Lansing Police Department completed their embezzlement investigation which centered around the Parking Division. ELPD identified the suspect as Colter Ann Tupper Nov. 6.

Tupper was the operations coordinator for the city's parking department, according to the city's staff directory.

The Parking Division should not be confused with the more widely known Parking and Code Enforcement, or PACE, Instead, the parking division maintains the city's parking garages, surface lots and on-street meters.

The Ingham County Prosecutor's office issued a two-count felony warrant for Tupper, who was arraigned today in East Lansing's 54B District Court.
