Council to hear from residents

From dog leashes to mandated recycling, residents can share their thoughts on multiple issues during this week's East Lansing City Council meeting.

Time for public hearings is provided during the meeting at 7:30 p.m. Tuesday at City Hall, 410 Abbott Road.

On a tighter leash

What some city officials have called a "bureaucratic oversight" might find a permanent home in East Lansing law, with a mandated requirement for dogs to be leashed on public property.

Although residents already tend to leash their dogs in public, no East Lansing law requires it except in public parks.

Revamping recycling

To reinforce East Lansing's strategic priorities, the city staff has drafted an ordinance that would expand East Lansing's curbside recycling programs to multiple-family dwellings, or those with up to 20 units.

Currently, the only available recycling program for that type of housing is a drop-off facility on State Road.

The city would have to invest almost $1,500 to expand the program, but it might receive as much as an additional $500 annually from the recyclables, according to a memo from David Smith, East Lansing's environmental specialist.

Storing storage

City officials want to amend property codes to address the use of portable storage containers.

An ordinance up for the City Council's consideration would prohibit the containers from remaining on the same piece of property for more than 30 consecutive days and no more than 60 days each year. There is nothing in the city's current code that restricts portable storage containers.

The council talked at length about the proposed ordinance during its Jan. 23 work session. The issue arose after residents voiced concerns about some portable storage containers that have remained on properties for extended periods of time.
