MSU's Residence Halls Association said Thursday the 2001-02 movie budget was never overspent.
"The RHA administration told the general assembly that they were going over budget," said Brian Winters, the association's public relations director. "But it was only on its way.
"There was not actually any money that was overspent."
Last spring, RHA officials announced the $82,500 movie budget was overspent by about $10,595.
Movie rental offices in Akers, Brody, Gilchrist and Holden halls were forced to be shut down and their employees were laid-off.
The budget funds free on-campus movie rentals and the Campus Center weekend cinema.
Members of last year's RHA executive board, which oversaw the movie budget when the rental offices closed, were unavailable for comment.
Financial records are not kept in a central location but in the hands of the officials who oversaw that year's budget, RHA President Tim Liss said.
Liss said he doesn't know how the problems came up last year.
"Last year's e-board members might know exactly what happened," he said.
Liss said he has no idea where the financial records from 2001-02 might be located.
The movie program was reinstated Oct. 7 under a new executive board and the management of integrative studies in social science sophomore Marsa Mitchell. Rental offices are expected to open for the semester Feb. 3.
Last semester, RHA officials split the movie budget into a $66,980 Campus Center movie budget and a $35,742 movie rental budget.
The association approved a budget Wednesday allocating about $54,000 to Campus Center movies and almost $40,000 to the movie rental offices.
The movie rental budget increased to pay for a new office opening in Phillips Hall.
