Council to discuss overlay district

A proposal to expand a neighborhood’s overlay district to prevent permanent residences from becoming rental houses will be presented to the East Lansing City Council at its Tuesday night meeting at East Lansing’s 54-B District Court.

The Glencairn Neighborhood Association is looking to expand the area because of a recent application from a Marshall Street resident to rent the property, said Tim Dempsey, East Lansing’s planning and community development director.

“The current license that is being applied for will be put on hold while they decide if they are going to approve the added area,” he said.

The neighborhood association is expected to present more than enough signatures at the meeting to start the process of putting the ordinance into effect, City Manager Ted Staton said.

Glencairn has made considerable efforts to welcome students to the neighborhood, Staton said.

“They have embraced the notion of a mixed neighborhood with students and non-student residents,” he said. “In this case, they are just talking about this tipping the balance.”
