Council members strive for standard permit conditions

East Lansing City Council will discuss standard conditions to be used for Special Use Permits on Tuesday.

Jeanne Rogers, community development analyst for the city, said the council wants to make a standard set of conditions that are put on bars and restaurants applying for the permits.

“We keep trying to make a standard set but when we get into the middle of the discussion in the meeting people will have concerns,” she said.

Rogers said the council could still add conditions if it thought it was needed.

“If council had concerns they could change it,” she said. “But it wouldn’t allow the Planning Commission to add a bunch (of conditions) and then council to add a bunch more.”

East Lansing Mayor Mark Meadows said standardizing the permit’s condition is an issue he raised about six months ago.

“Many facilities with (permits) have different conditions,” he said. “We want to have the standard conditions the same; most restaurants are very similar.”

Meadows said the council would not give up its authority to add conditions if there are concerns and that the standardized list would consist of general conditions.

Councilmember Sam Singh said council wants to have standardized conditions because during the years it’s made conditions on restaurants that encroached upon management decision.

“We need a formal policy that achieves our goals and doesn’t get into the day-to-day role of management,” he said.

Singh said the council will review the standards that are in place, take a look at the framework and think about the issue for a few weeks.

Before any decisions are made there has to a public hearing on the issue and then council will vote whether to make this law.

“I think we’ve been dealing with this for a number of years and have a sense of what we want to accomplish,” Singh said. “It is something we can quickly put into place over the next month or so.”
