REHS proposing to change Spartan Life Handbook, MSU Code of Conduct

REHS is proposing to changes the Spartan Life Handbook as well as the Michigan State University Code of Conduct. 

The Spartan Life Handbook's last major update was 30 years ago, and REHS is in the middle of its most recent update, planned for Spring 2014.

For MSU students who live in the dorms, Owen Hall, or certain apartments, there are a six different codes that apply to different living situations, which became confusing over time. According to an REHS document "REHS Planned Changes for Spartan Life", many "students and staff expressed frustration and confusion over so many codes".

One major change has to do with Owen Hall, which used to be primarily for graduate students, but now consists of 66 percent undergraduates. This means that for the undergraduates living there, they can follow a different set of rules than undergraduates living in the regular residents halls, which "leads to inconsistency across campus". 

REHS also wants to eliminate Residence Hall Regulations for undergraduate halls, Owen Graduate Center and University Apartments, as the General Student Regulations "currently and can continue to encompass broad behaviors that occur anywhere on MSU's campus."

Other changes include updating REHS policies in the Spartan Life Handbook, eliminating RHR for the apartments, and creating a regulation "that requires compliance with the On Campus Housing Handbook".

REHS's best proposal involves eliminating all RHRs completely, adding the regulation to the GSR and making students and guest only need to follow three documents: GSR, the housing handbook, and University Regulations, Rulings, Policies, Ordinances. 

ASMSU at the General Assembly Oct. 23, a resolution was passed to support the proposed changes to the handbook, reasoning that "it would be beneficial to students to have all of the information they needed to know regarding rules and regulations for living on campus in fewer documents that would be easy to navigate," according to the text of bill no. 51-20.

Residence Hall Association representative for ASMSU Nicole Mannino, who sponsored the bill, said that the proposals will help end confusion among students. 

"It's going to allow the students to know what what they are and aren't allowed to do in the residence halls," Mannino said. "Considering that six documents they currently have to follow while being on campus is from 1989, so it's very out of date and it will update it all and make it more cohesive."
