Former MSU President Lou Anna K. Simon received a one-page memo on Dec. 21, 2004 that expressed concerns surrounding former College of Osteopathic Medicine Dean William Strampel's behavior, according to a document obtained by MLive.

Simon was the provost of the university at the time. The memo details concerns based on comments Strampel made to more than 20 students during a visit to MSU's student-run telemarketing program.

The memo was written by then-vice president for university development Charles H. Webb and then-associate vice president for university development Marti K.S. Heil.

According to the report from MLive, a letter from MSU's FOIA office was attached along with the memo, stating it was withholding documents related to a police investigation of Strampel.

According to the 2004 memo, Strampel said the following to students:

  • "I may be the only straight person you ever met from Saugatuck."
  • "One of the reasons I went to Hope College was so that I could be 50 miles away from the nearest sin."
  • During a discussion of osteopathic practices, Strampel turned to a female student and said, "You probably use birth control."
  • When a person who was "obviously female" raised her hand, Strampel said, "Yes, sir, ma'am, sir, I can't tell. What's your question?"

Former Dean of the College of Osteopathic Medicine William Strampel was arraigned on March 27 and faces four charges. His charges include fourth-degree criminal sexual conduct, a felony count of misconduct in office and two counts of willful neglect.

Prior to Strampel's arrest on March 26, Interim President John Engler had started the process of revoking Strampel's tenure in early February. In December, Strampel stepped down from his position as dean, a position he had occupied since 2002, for medical leave.
